The Special Procedures of the UN Human Rights Council are the mechanisms established by the former United Nations Commission on Human Rights and continued by the Human Rights Council to address either specific country situations or thematic issues in all parts of the world. Special Procedures are either an individual –a special rapporteur or representative, or independent expert—or a working group. They are prominent, independent experts working on a voluntary basis, appointed by the Human Rights Council.
The mandates of Special Procedures usually call for examination, monitoring, or the giving of advice and public reporting on human rights situations in specific countries or territories, known as country mandates, or on major phenomena of human rights violations worldwide, known as thematic mandates. All Special Procedures report to the Human Rights Council on their findings and recommendations. The Special Rapporteur on Disability does not belong to the Special Procedures, as he reports to the Commission on Social Development.
Most Special Procedures receive information on specific allegations of human rights violations and send urgent appeals or letters of allegation to governments asking for clarification.
Mandate holders also carry out country visits to investigate the situation of human rights at the national level. They typically send a letter to the Government requesting a visit to the country, and, if the Government agrees, an invitation to visit is extended. Some countries have issued “standing invitations.” After their visits, special procedures’ mandate-holders issue a mission report containing their findings and recommendations.

Through continued advocacy, IDA (CRPD Forum) works to mainstream the rights of person with disabilities in this essential component of the global human rights machinery.
In a recent example of its advocacy efforts in the special procedures, IDA (CRPD Forum) took part at the session the special procedures convened with NGOs on 30 June 2009. IDA (CRPD Forum) used this possibility to remind special procedures about the need to mainstream the rights of persons with disabilities in their work.
