Background
The National Council for Persons with Disabilities is a state corporation established by an Act of Parliament; the Persons with Disabilities Act No. 14 of 2003 and set up in November 2004. The Council representation is drawn from key government Ministries and organizations of/for persons with disabilities.

Representation and empowerment of persons with disabilities

  • NCPWD will invest in awareness creations on the right of Persons with Disabilities to empower PWDs to know and claim their rights and the public to respect and grant PWDs their rights and eliminated stigmas and all forms of discriminations.

Additional resources and implementation
NCPWD will continue providing education assistant to learners with Disabilities from Special Schools to tertiary institutions.
Provide capital investment to learning institutions and rehabilitations providing services to PWDs to expand existing or new facilities and purchase new equipment for improved inclusive education access for learners with disabilities.

Skills development for decent work

  • Build the capacities of PWDs for job placement through provision of education support at tertiary institutions.
  • Lobby for adherence to the 5% constitutional provision that at least 5% of elective and appointments is reserved for PWDs.

  • Provision of financial assistance to PWD in business to increase PWDs access to government procurements opportunities.

Join Global Partnership for Assistive Technology

  • To improve the quality of life for PWDs in Kenya in their daily activities, NCPWD will seek collaboration partnership with Assistive Technology provider, experts and practitioners for improved access to quality assistive devices.
  • To reference to WHO assistive technologies guidelines/programs for quality assistive devices and technology.

Commit resources to support strengthened disability data 
Although the NCPWD has developed disability registration system and job placement portals, the council will continue to improve the two systems to improve the quality of PWD data collected. The council to collaborate with National Council for Population and Development for proper census of PWDs during the planned 2018/2019 national census.

Timeframe and/or implementation plan
NCPWD will engage with the National Council for Population for Development to ensure that the adaption of the Washington Group Short Questions for the 2019 meet the Kenya’s context in the PWDs population surveys and concerns.

To create awareness on the need and vulnerability of women and girls with Disabilities and promoting their universal rights to service providers in both public and private sectors to ensure that they are protected against all forms exploitations. 

Timeframe and/or implementation plan
National Council for Persons with Disabilities will include women and girls with Disabilities on its Disability Mainstreaming training programs during its 2018-2023 organizational strategic plan.

National Council for Persons with Disabilities to partner with first responders in disaster management to mitigate risks experienced by Persons with Disabilities during pre, during and disasters experiences.
Work with first responders to develop evacuation plans, guidelines and benchmarking standards for disaster management systems that cater for the need of Persons with Disabilities.

Timeframe and/or implementation plan
The council will work with first responder and emergency services providers to develop disaster preparedness and guidelines for PWDs.
