The Washington Group on Disability Statistics (WG) is a UN city group established under the United Nations Statistical Commission. The WG was constituted to address the urgent need for cross-nationally comparable population based measures of disability. Its mandate is the promotion and co-ordination of international co-operation in the area of health statistics focusing on disability data collection tools suitable for censuses and national surveys.

The WG has sought to foster international collaboration, and in particular, to insure that its efforts are broad-based and inclusive of voices from developing countries from every region of the world. Representatives of National Statistical Offices around the world, as well as Disabled People’s Organizations (DPO), and other international organizations are encouraged to participate in the WG.

In collaboration with UNICEF, a data collection tool on inclusive education has been developed and is being tested with a projected completion date for this module of 2019.

Commit resources to support strengthened disability data
The Washington Group is devoted to improving the quality and availability of internationally comparable disability statistics that will inform the development and evaluation of policies and programs in support of the objectives of initiatives such as the UNCRPD, the SDGs and the aims of this Charter for Change. The Washington Group is committed to providing the technical assistance needed to strengthen global and regional capacity on the appropriate use of the tools that have been developed for the collection and dissemination of disability disaggregated data. 

Timeframe and/or implementation plan: Since its inception in 2001, the Washington Group has developed internationally comparable tools for disability data collection.  A short set of questions, an extended set of questions and a child functioning module have been developed.  The WG-SS is the recommended tool for use in disaggregation activities.  A module on inclusive education (with UNICEF) and one on inclusive employment (with ILO) are undergoing testing.  The WG will produce disability disaggregated data and provide training and implementation guidance worldwide.
