Review of the Human Rights Council 2010-2011

Pursuant to General Assembly resolution 60/251 (PDF only) creating the Council, the Council was mandated to do a review of its work and functioning within five years. In Geneva, the review focused on the work and functioning of the Council, while in New York, discussions centered on the status and membership of the Council. During the Geneva Review process, IDA highlighted the need for the Council to make itself and all of its mechanisms more accessible for persons with disabilities. IDA advocated for recognition of this in the Outcome of the Review, and for the creation of a task force on accessibility during the Review process that took place from 2009-2011 in Geneva, with one ambassadorial level meeting in Bangkok.

The Council adopted an Outcome Document of the review in February 2011, reflected in HRC Resolution 16/21. This recognizes the need for accessibility for persons with disabilities and creates this task force (see paras 58 and 61). The HRC Task Force on Accessibility for Persons with Disabilities is mandated to come up with concrete recommendations for the HRC by its nineteenth session (March 2012).
