Focus and objectives: The side event aims to facilitate sharing of experiences and practices on technical cooperation and capacity building, from a perspective of States parties, international development actors and regional organisations of persons with disabilities. The event will bring the opportunity to different actors to, in particular, highlight the role of technical cooperation in supporting national efforts, policies and actions undertaken to ensure, promote and protect the rights of person with disabilities in different national and regional contexts, as well as to identify remaining challenges on the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). 

Background: The CRPD recognises the important role of technical cooperation in supporting national efforts for the realization of the rights of persons with disabilities and the objectives of the Convention, which is also foreseen within the 2030 Agenda for Sustainable Development. North-South, South-South and triangular cooperation are enshrined in the in the Goal 17 of the SDGs as a relevant way to revitalize the global partnership for sustainable development and to enhance support to capacity-building amongst States. The Human Rights Council (HRC) held in 2014 its Annual Thematic Panel on Technical Cooperation and Capacity Building in Advancing the Rights of Persons with Disabilities through Legal and Institutional Frameworks, including Public-Private Partnerships, which concluded that the focus must be on creating a barrier-free environment and empowering and financing civil society organizations working on disability issues. With 166 ratifications to date, the CRPD calls on all States Parties, international and regional organisations and relevant stakeholders to shift the paradigm on the recognition, protection and promotion of the rights of persons with disabilities.

  • Malena Pineda Ángeles, Chief of program persons with disabilities, National Human Rights Institution of Peru - Cooperation on the CRPD monitoring as a tool for capacity-building of CSOs and States
