Side Event: Kazakhstan’s experience in implementing and monitoring the Convention on the Rights of Persons with Disabilities

IDA participates to Side Event “Kazakhstan’s experience in implementing and monitoring the CRPD”
In the framework of the 37th Human Rights Council Session, on Tuesday 6 March 2018 from 12.00 to 13.30, a side-event on “Kazakhstan’s experience in implementing and monitoring the Convention on the Rights of Persons with Disabilities” was held in Room XXVII, Palais des Nations, Geneva.
The side-event was organized by The Permanent Mission of Kazakhstan in Geneva in collaboration with the UN Special Rapporteur on the Rights of Persons with Disabilities. The side-event served as opportunity to discuss and provide practical guidance on the establishment and functioning of National Implementation and Monitoring Frameworks.
Moderator of the discussion was Ms. Zhanar Aitzhanova, Ambassador, Permanent Representative of Republic of Kazakhstan.
Panellists were: Ms. Svetlana ZHAKUPOVA, Vice-Minister of Labour and Social Protection of the Republic of Kazakhstan; Ms. Theresia DEGENER, Chairperson, UN Committee on the Rights of Persons with Disabilities; Ms. Silvia QUAN, Senior Human Rights Advisor, International Disability Alliance (IDA); Ms. Lyazzat KALTAYEVA, Disability Rights Advocate, Head of the NGO “Shirak” and member of Kazakhstan’s Disability Coordination Council.
The Government of Kazakhstan explained the process that the Government undertook to implement the Convention on the Rights of Persons with Disabilities from the signature to the ratification and the current situation and challenges that have to be addressed in order to become a regional champion.
One important step for Kazakhstan, was establishing the Disability Coordination Council, which serves as monitoring mechanism for the implementation of the Convention on the Rights of Persons with Disabilities.
During her presentation, IDA representative Silvia Quan listed several approached that would be important in order to make more and more effective the Government’s efforts in implementing the CRPD. She highlighted that it is important to put into force a non-placement policy relating to the institutionalization of persons with disabilities. IDA welcomes the growing commitment to involve and consult with the civil society and encourages to further this engagement, as stated in the CRPD article 33 paragraph 3 that Kazakhstan has ratified in 2015.
