INFORMATION NOTE

11th Session of the CRPD Committee

Geneva, 31 March 2014 – Today the UN Committee on the Rights of Persons with Disabilities opens its 11th session (31 March - 11 April 2014) in which it will review Sweden, Azerbaijan and Costa Rica, adopt the list of issues on Mexico and hold public readings of its draft General Comments on Article 12 (equal recognition before the law) and Article 9 (accessibility).

The Committee on the Rights of Persons with Disabilities (CRPD Committee) is the body of independent experts which monitors implementation of the Convention on the Rights of Persons with Disabilities (CRPD) by the States Parties. All States Parties are obliged to submit regular reports to the Committee on how the rights of persons with disabilities are being implemented. The Committee examines each report, holds an interactive dialogue with the State delegation in a public session and makes recommendations on the steps which should be taken to improve CRPD implementation.

Following the 11th session, the CRPD Committee will hold its first pre-sessional week from 14-18 April 2014 during which it will adopt the list of issues on Germany, Korea, Belgium, Denmark, New Zealand and Ecuador.

During this session, the CRPD Committee will also hold public readings of its draft General Comments on Article 12 (equal recognition before the law) (Tuesday 8 April 2014) and Article 9 (accessibility) (Wednesday 9 April 2014).

Draft guidelines on participation

The Committee has posted its "Draft guidelines on the participation of Disabled Persons Organizations, Civil Society Organizations, National Human Rights Institutions and other stakeholders in the work of the Committee".

In an effort to "assist partners in ensuring timely and appropriate contributions", the draft guidelines set out the ways that NHRIs, other monitoring mechanisms, DPOs, civil society organisations and others can participate in the Committee's work. The draft guidelines highlight that the Committee values in particular contributions to its work by organisations representing persons with disabilities, including women and children with disabilities. The Committee launched a call for comments on this draft and those received contributions, including IDA’s submission, have been posted on the Committee’s website.

Live webcasting

Public sessions of the CRPD Committee (including country reviews of Sweden, Azerbaijan and Costa Rica and the readings of its draft General Comments on Articles 12 and 9) will be webcast live at www.treatybodywebcast.org

International Sign interpretation of the public discussions will also be webcast live, and two channels will be running with English audio and one additional language audio respectively.
