The Bridge CRPD SDGs training initiative - Module 1, in Tanzania, will be held in the city of Dar-es-Salaam from 22nd to 28th July 2019. This is organised by the Tanzania Federation of Disabled People’s Organizations (SHIVYAWATA), African Disability Forum (ADF), International Disability Alliance (IDA) and CBM with support from Inclusion International and World Network of Users and Survivors of Psychiatry; and financed by CBM through the National Lottery Community Fund and NAD (Norwegian Association of the Disabled).

The training will bring together 15 participants drawn from diverse impairment groups and geographical locations within the United Republic of Tanzania. This is inclusive of persons with low vision and blindness, physical disabilities, persons who are deaf, those with deafblindness, intellectual disability, psychosocial disability, participants with albinism, and also with small stature. The training shall be conducted in the regional lingua-franca, Kiswahili.

Preparatory meetings

On the 20th July, the team of facilitators met for a day of preparation in order to ensure a smooth course, in particular, using tools of inclusive facilitation. The team of facilitators, all Bridge Alumni from the region, is led by Fatma Haji (Inclusion International) and Michael Njenga (World Network of Users and Survivors of Psychiatry, WNUSP) representing the African Disability Forum (ADF). The co-facilitation team is inclusive of a diverse team including Mr. David Shaba from Tanzania Association of the Deafblind, Ms Betty Najjemba, African Disability Forum, Training and Learning Coordinator, Ms Elizabeth Ombati Nyabiage, WNUSP, Bridge Fellow, Ms Rebecca Opetsi Alitsi, IFSBH, and Ms. Jenipher Akinyi, Inclusion Africa. The team is receiving distant support from Mr Berhanu Tefera, African Disability Forum, Ms Kathy Al Ju'beh, CBM International and Ms Tchaurea Fleury, IDA-IDDC Bridge CRPD-SDGs Coordinator.

On the 21st July the preparatory meeting with the underrepresented groups was held including participants with deafblindness, intellectual disabilities, deaf participants, persons with psychosocial disabilities and short stature and received support from the facilitation team and resource persons for the marginalised groups.  

The Bridge CRPD-SDGs Initiative
Bridge CRPD-SDGs is an intensive training programme that aims to support DPO and disability rights advocates to develop an inclusive (all persons with disabilities) and comprehensive (all human rights) CRPD perspective on development, including the post-2015 Agenda and Sustainable Development Goals (SDGs), to reinforce their advocacy for inclusion and realisation of rights of persons with disabilities.

About Tanzania
The situation of persons with disabilities according to the National Disability Survey in 2008, is that 13.2 million Tanzanians (7.8%) of the population aged 7 years and above have some form of impairment and up to 5.4 million (13.2%) are persons with disabilities. The prevalence is also somewhat higher in the rural areas (8.3%) than in urban areas (6.36%). The Comprehensive Community Based Rehabilitation in Tanzania (CCBRT) education study (2010) estimates that due to widespread belief in witchcraft, people with albinism are often killed, their body parts are believed to have supernatural powers. One very illustrative example of this was the killing of 45 persons with albinism in 2009 till 2014 as reported to the UN committee on human rights.

The government of Tanzania has taken a number of legislative and policy steps that indicate commitment to advancing the rights of persons with disabilities in terms of international instruments, which include: signing and ratifying the Convention on the Rights of Persons with Disabilities and its Optional Protocol, in 2009; the Convention on the Rights of the Child, the African Charter on Human and People’s Rights; the Convention on Elimination of all forms of Discrimination Against Women - all of which make some references to promoting and protecting the rights of persons with disabilities.

What about? Content of the training
The Bridge CRPD-SDG Initiative will cover all aspects of Module 1that focuses on an inclusive understanding of CRPD, for all people with disabilities. Participants shall be introduced to key concepts of human rights such as state (government and its actors) obligations to respect, protect and fulfil human rights. It focuses on the complete shift in understanding of disability that the CRPD gives us and provides opportunity to discuss key human rights principals such as equality and non-discrimination, equal recognition before the law, access to justice, including the definition of discrimination on grounds of disability, as well as gender.

The training also clarifies for participants the key concepts that the CRPD gives us such as reasonable accommodation and accessibility and introduces participants on how to apply CRPD to Agenda 2030 and key development sectors such as education (Article 24); health (Article 25) livelihood and employment (Article 27); and living independently and being included in the community (Article 19).
