The Philippines National Council on Disability Affairs (NCDA) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. As such, the NCDA is the lead agency tasked to steer the course of program development for persons with disabilities and the delivery of services to the sector.

The NCDA is tasked to monitor the implementation of several laws to ensure the protection of PWDs’ civil and political rights.

Policy, legislation and its implementation
The National Council on Disability Affairs shall coordinate with local government units in developing local policies and mechanisms to fully implement RA 9442 and other existing laws to ensure persons with disabilities shall live in a barrier free and inclusive society. NCDA shall lead in empowering organizations of persons with disabilities to represent themselves in all decision making bodies and participate in disability awareness and sensitization campaigns, including on mental health issues and providing community support services for people with psychosocial, intellectual and severe physical disabilities. 

The NCDA Inter-agency Committee shall be strengthened to review and amend existing discriminatory policies and develop new policies that will promote equal recognition before the law and enhance access to justice by persons with disabilities.

Skills development for decent work
The NCDA Inter-agency committee Training Employment and livelihood shall be strengthen to develop more policies and programs leading to access of persons with disabilities to decent work.  NCDA shall lead in organizing a network of employers and employment support groups for persons with disabilities shall be organized to promote employment and skills development in accordance with the market demand.

Disability Awareness and Sensitivity Workshops will be expanded to all government agencies and the private sector to promote disability inclusive work environment.

Policy and guidance
NCDA shall commit to develop policies and guidelines in coordination with the Department of Information and Communication Technology to enhances access of persons with visual disabilities to ICT and work closely with other stakeholders for alternative modes of communication for people with speech disabilities, the deaf and other disabilities needing ICT in their daily living

NCDA shall commit to work with the Department of Science and Technology enhance usability and availability of assistive devices and technology for persons with disabilities

Commit resources to support strengthened disability data

  • Full Implementation of the National Disability Data Collection System to make disability disaggregated data available to the public in coordination with all government agencies and local government unit and non-government organizations implementing projects and programs on disability. 
  • Work closely with the Department of Health on the development of guidelines in disability classification for PWD ID issuance and Full functioning of the Registry of Persons with disabilities
  • Coordinate with the Philippine Statistics Authority for the inclusion of persons with disabilities in 2020 census and other general data collection system.
