General Comment

At this session, the Human Rights Committee commenced its second reading of draft General Comment on Freedom of Expression (Article 19, ICCPR). Written notes of the reading have been posted by OSJI. IDA submitted four concrete proposals and it appears that only one of IDA’s suggestions has been accepted by Committee members, the suggestion to include a reference to « spoken, signed and written language », while IDA proposals on official recognition of sign language, access to information (accessibility of information), and for the inclusion of a reference to Article 29 of the CRPD in the context of the draft’s discussion of political participation, have been overlooked by the Committee. The continuation of the second reading will take place during its upcoming session in July 2011. Latest available draft and IDA’s submission on this draft.

Task Forces

Also at this session, the Human Rights Committee’s Country report task force compiled Lists of Issues on the Dominican Republic, Iran, Malawi, Norway and Yemen.

Disability analysis of the List of Issues (adopted at the end of April), IDA’s suggested questions for the List of Issues and IDA’s disability analysis of those State reports.
