The Human Rights Committee met for its 103rd session from 17 October – 4 November.

Together with Norwegian DPO, We Sahll Overcome (WSO) and the world Network of Users and Survivors of Psychiatry (WNUSP), IDA made a joint submission on Norway. Disability analysis of the Committee´s Concluding Observations, joint submission on Norway, IDA’s disability analysis of the State reports and IDA’s recommendations on Concluding Observations.  The Committee´s review sessions have been webcast live.

During this session, the Committee decided to amend rule 70 of its Rules of Procedure which now allows the Committee to review non-reporting States in public sessions and to make public the adopted Concluding Observations at the end of the session (instead of treating them confidentially and delaying their publication for one year as has been the practice). The amendment ensures that all states are treated equally and are reviewed under the same procedure; in addition, it acts as an incentive for States to comply with their reporting obligations.

Task Forces (for adoption of List of Issues)

During this session, the Country Report Taskforce adopted Lists of Issues on Armenia, Lithuania, Kenya, and Cape Verde (in the absence of a report), IDA’s disability analysis of the State reports and IDA’s suggested questions for the List of Issues.

Task Forces (for adoption of List of Issues prior to reporting)

The Committee also adopted Lists of Issues Prior to Reporting on Uruguay, Cameroon, Monaco, Denmark and Moldova. Together with Disabled People’s Organisation Denmark (DPOD), and the European Disability Forum (EDF), IDA made a joint submission for the LoIPR on Denmark. IDA’s proposed questions for the LoIPRs.
