Policy, legislation and its implementation
Provide annually updated country-specific data showing the degree to which States Parties to the UN CRPD are meeting their obligations in matters of Digital Accessibility for Persons with Disabilities including for Web sites, TV, mobile, e-books, access to broadband, Assistive Technologies, e-government and Smart Cities, Employment, Education and Public Procurement.  Publish DARE Index–Digital Accessibility Rights Evaluation Index in partnership with organizations of persons with disabilities in more than 100 countries.

Timeframe and/or implementation plan
First release at the time of the Global Disability Summit 2018 with results for 121 countries. Annual update thereafter.  Production of benchmarking tools based on DARE Index data for local advocates by August 2019.  

Capacity building: teachers and staff
Develop an Inclusive Higher Education Forum and Community of Practice within the International Association of Accessibility Professionals focused on making campuses and higher education digitally accessible to students and faculty with disabilities.  Provide accessibility training and certification resources to universities seeking to train their faculty and employees in accessibility requirements, solutions and implementation.

Timeframe and/or implementation plan 
Expand membership and active participation in those activities to at least 60 leading universities by 2019 and 120 by 2020 covering at least 30 countries.
