Challenging violence, coercion and control - CRPD Guidelines on Disability-related violence

This report examines the CRPD Committee’s recently released Guidelines on identifying and addressing disability-based violence, explaining their implications for preventing abuse, challenging coercion and institutionalization, and securing autonomy, support and access to justice. Drawing on jurisprudence concerning women’s and children’s rights and the Committee’s country recommendations, it identifies where the Guidelines advance international human rights law, particularly in addressing ableism, intersecting discrimination and systemic harm. An accompanying toolkit equips organizations of persons with disabilities with practical tools to document violations, advocate for changes to laws and budgets, strengthen complaints mechanisms and hold authorities accountable. Together, the analysis and toolkit provide a foundation for translating international standards into freedom from violence in everyday life.
