Disability rights in climate policies - Report 2025
This 2025 Status Report evaluates the extent to which disability rights are reflected in the national climate policies of the 195 parties to the Paris Agreement. It shows progress from previous assessments, with disability mentioned in 54 Nationally Determined Contributions (NDCs) and 99 climate adaptation policies. Yet, inclusion remains limited: 72% of NDCs still do not mention disability, and concrete measures, meaningful participation, and attention to women and children with disabilities remain rare. The report urges governments to shift from recognition to rights-based, disability-inclusive climate action in line with the UNCRPD.
