The CRPD Committee elaborates and adopts general comments to provide guidance on the legal standards and obligations emanating from the Convention on the Rights of Persons with Disabilities. In doing so, the Committee consolidates its jurisprudence and has the opportunity to resolve controversial legal issues.

The drafting process of CRPD General Comments

The process for the adoption of general comments usually includes two main opportunities for organizations of persons with disabilities, and other stakeholders, to participate:

  • Days of General Discussion (DGD): These are one-day public events in which committee members, experts in the subject matter, States, organizations of persons with disabilities, other civil society organizations, and others engage in a debate. Written submissions are welcome in advance for the DGD and stakeholders are invited to make oral statements during the event.
  • Consultation on the draft of the general comment: Before adopting the final text of a general comment, the Committee invites stakeholders, including States, civil society organizations, national human rights institutions, academia, etc., to provide comments on the draft text.
